The short answer

Why homeowners insurance doesn't cover flood

Flood — rising water from rivers, heavy rain overwhelming the ground, storm surge along the Sound — is excluded from every standard homeowners, condo and renters policy. This surprises people every year, because water from a burst pipe is covered. The difference is where the water comes from: inside the house is usually covered; from outside, rising up, is flood.

If your home is in a FEMA-designated high-risk flood zone and you have a federally backed mortgage, your lender will require flood insurance. If you're outside a high-risk zone, no one will require it — which is exactly why so many uninsured flood losses happen there.
